Instructions

  1. Preheat oven to 350°F (175°C) and line a cupcake pan with paper liners.
  2. In a bowl, mix the cake mix, eggs, melted butter, and milk until combined.
  3. Add blue food coloring until desired hue is reached; avoid overmixing.
  4. Fold in mini chocolate chips.
  5. Fill each liner two-thirds full with batter and bake for 18-20 minutes until a toothpick comes out clean.
  6. Cool for 5 minutes before transferring to a wire rack.
  7. For frosting, beat softened butter with powdered sugar and vanilla extract until creamy; adjust consistency with milk as needed.
